IE 11 / Win 8.1 plagued with audio ads and Pop-ups

I purchased a new computer with Win 8 OS installed.
I upgrades to Win 8.1  I never had any problems blocking Pop ups and or audio ads (without video) on any computer while using IE 8 or IE 9 prior to updating to Win 8.1 with IE 11..
I won’t even start to go into the problems with the OS  Win 8 or Win 8.1!
 But I need help to stop these damn pop ups and audio ads in IE 11.
I have search many sites from Microsoft too Geeks etc.
I have run SpyBot SD, Kaspersky TDSS Killer, R-Kill, Rogue Killer, along with a few other registry cleaners etc.
all without success.
I have reset IE11 to factory settings, I have run scans with Windows
Defender, No Success !
I should note this important fact… I also can use Chrome as my internet Browser program without any pop ups or audio ads!
This fact alone indicates that the problem is within IE 11.
Can anyone in the Microsoft Community or Corporation help me with this ?

I am sure that Norton and or McAfee free trial was not preinstalled on the computer.
There could have been a setup icon, but I am not positive about that or I could have declined a prompt about either one.
I had no reason to load either one.
I hate Norton
(from past experiences).
I like McAfee, but wouldn't use it when I can use windows defender for free.

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

• Search "MSCONFIG" and Open.
• Click on Boot Tab
• Tick Safe Boot in Boot Option
• Select Network.
• Click Apply and OK.
• Reboot your System.
