Adding 6 hours automatically to employees on a list and reinserting them into the same list, alphabetically, skipping employees w/60 hours or more??????

This is an example of the list of names in alphabetical order by last name and inserted into columns E and F in pairs and  all employees listed are under 60 hours.
 It automatically skips anyone who has 60 or more hours.
 Works great.
How can I get it
to keep repeating until all employees are @ 60 hours or more?  It comes up with a list of names straight down the sheet starting @ D2, then the other pairs them off in E and F.

The 0's are blanks that need to be filled with employees already on the list.
 List needs to restart with the 6 hours added to their original hours (located in C2 and down), but skipping if the 6 hours added, raises their total hours worked
to 60 or more.

Make sense?  Even confuses me when I re-read it.
