after i plugged my htc hero phone into my usb drive my battery charger quit working, what could this be please help?

i recently tried downloading pictures from my htc hero cell phone to my computer by plugging it into one of my usb ports, now my battery charger won't charge my aser laptop.
does anyone out there know what the problem might be? i have no idea and had no
idea about the problems with letting your battery life get so low.
i read that the optimal setting is to never let it get below 30%.
is that true?

1.Click Start and type device in the search field, then select Device Manager .
2.Expand the Batteries category.
3.Under the Batteries category, right-click the Microsoft ACPI Compliant Control Method Battery listing, and select Uninstall .

4.On the Device Manager taskbar, click Scan for hardware changes .
