Having problems setting up backup in windows 7

I am trying to do a backup for the first time in Windows 7.  I have followed the instructions, but when I click 'set up backup' the wizard does not come up.  I would really appreciate any help you could give me.

It sounds as if you may not be agreeing to the UAC prompt.

Did you turn UAC off ? If you turned off UAC, turn it back on.

Is the Backup and Restore the only program, application, or browser windows that is open ?
If yes,  either move or minimize it so you can see the UAC prompt and agree to it.
If no, close everything except for Backup and Restore.
