Most new emails go directly into Junk email folder

When new emails download I get a message that a junk email has been detected and automatically sent to the Junk email folder.  I have security set to the lowest level and even tried turning off all screening, but most emails still go into Junk.  I have
been designating incoming emails as "not junk" for over a month now, but this has not helped.  My wife's email account on the same computer does not have this problem.  I set up both accounts the same way.  Why do I have this problem and how can I correct
it?
