Win7 Backup will not start from control panel

I'm trying to do a complete backup of my hard drive and restore it all to a larger drive, and automatically make it bootable like I could do in Vista.  The problem is that when I open the control panel, everything works when I click any of the icons, except
Backup and restore. 
 
I cannot get the backup feature to open at all, it doesn't do anything.  It's as if the program is no there or it's being pointed to the wrong locations.  I get no errors, no window opens, nothing.
 
Anyone have any idea what to do with this?
 
I've turned all of the services on that seem to have anything to do with backup, and even several that I'm not sure of, and still get nothing.
 
I'm running the system with a RAID2 setting across 2 small drives and need to put it all on to on 2tb drive, It's a Dell Precision 390, 8gb, if that matters.
