Do you get any error message?
I would suggest you to try the following steps to get the issue resolved and I assume the operating system is windows7.
Method I:
1.       Close any Internet Explorer or
Windows Explorer windows that are currently open.
2.       Open Internet Explorer by clicking the
Start button, and then clicking
Internet Explorer.
3.       Click the Tools button, and then click
Internet Options.
4.       Click the Advanced tab, and then click
Reset.
5.       Select the Delete personal settings check box if you would like to remove browsing history, search providers, Accelerators, home pages, and In Private Filtering data.
6.       In the Reset Internet Explorer Settings dialog box, click
Reset.
7.       When Internet Explorer finishes applying default settings, click
Close, and then click OK.
8.       Close Internet Explorer.
Your changes will take effect the next time you open Internet Explorer.

Method II
1.       Click
Start Collapse this imageExpand this image, and then type
Internet Explorer in the Start Search box.

2.       Click
Internet Explorer (No Add-Ons).
Internet Explorer opens without add-ons, toolbars, or plug-ins.
3.       Try to use your Webmail again to see whether it works correctly.

Windows Error Reporting - To Fix I loaded Windows 2007 on brand new macbook pro with parallells- I can connect to internet with safari; windows won't access internet explorer, either with cable or wireless- help please__

  1. Go to Start button.
  2. Open Control Panel.
  3. Go to Windows Error Reporting.
  4. Click on System and Maintenance, then click Problem Reports and Solutions.
  5. Next, click Change Settings located on the left side panel of the Problem Reports and Solutions window.
  6. Select an option to configure how you want Windows to look for a solution to your problems. You may allow Windows to do it automatically or ask you every time to check if problem occurs.
  7. Next, click the Advanced settings link.
  8. Select Off to turn off Error Reporting.
