cannot install program: Error message: Config.Xml not specified

Every time that I try to open a program It says preparing to install and then it says another installation is in progress I tried to use the msconfig thing ( like it says here http://answers.microsoft.com/en-us/windows/forum/windows_vista-hardware/error-1500-another-installation-is-in-progress-you/500c914e-d312-497f-99be-d2c583a07970 ) then
the message changed to Config.Xml not specified; A valid config.xml file must be authored when deploying '(null)'  and also I can't install any program
