Cannot boot computer, unexpected I/O error has occurred?

please if any one can assist im having problem starting my desktop computer...

.having this come up when i turn it on:   

windows has encountered a problem communicating with a device connected to your computer.
 this error can be caused by unplugging a removable storage device such as an external USB drive while the device is in use, or by faulty hardware such as a hard
drive or CD_ROM drive that is failing.
make sure any removable storage is properly connected and then restart your computer.
 If you continue to receive this error message, contact the hardware manufacturer.

 i have unplugged and re-plugged everything in and still get this message and connot even start computer in safe mode as it just goes to this window and then restarts and come's back to the same screen       i am unable to even get past the black screen
that say's Windows boot Manager only options is enter to continue or esc to exit but the same thing just keeps coming up...
i have no disks for this computer

Try pressing F8 or F10 on bootup -
 
 F8 go to Safe Mode
Open Command Prompt Windowo with Administrative Privileges ( Right click Run As Administrator)
Type SFC /scannow
press enter
Note:  There is a space between SFC and /scannow
 
You'll see the results of the scan when it is finished.
If corrupt files could not be repaired, , you're going to need an installation disk to perform a startup repair.
 
F10 - you may come to a screen that gives you the option to Repair My Computer - select it
You'll lose all of your files but if you can repair it, do so.
 
Otherwise, contact computer manufacturer about purchasing Recovery CDs.  I checked recently and at one manufacturer's site it was $16.38 to purchase cds.  Make sure you have your computer information handy when you go online to order.  It only takes a few
days to get the CD's in the mail.
