Cannot copy/cut and past files in Windows Explorer

Windows XP SP2, IE 8 (new download no patches), Office 2003.
This problem started this weekend trying to upgrade Office 2003 to Office 2007.
Lots of errors, lots of downloading utilities from MS's website to finally get the uninstall/reinstall done twice.  Still on Office 2003, but I have 2 new problems.
IE 8 was working perfectly last week, as was Windows Explorer.
Now in IE8, I cannot right click - open in new window or open in new tab.
The window or tab opens but to a blank page (it says connecting, but never does)
Also in Windows Explorer, I cannot drag or copy/cut files and paste to a new location.  If I have 2 Win Explorer windows open at the same time, I CAN right-click, copy/cut from one and paste to the second (but not drag/drop) - CTRL-c/CTRL-v works also with
2 screens, but not within one.
I've searched Microsoft's KB, done all the checking of registry entries, registered the 5 DLL's, reinstalled IE8 (that's why it's new right now) - nothing has helped so far.
Any suggestions would be appreciated.

Well after 2 days, I found my own answer.  As I worked in other applications (Word, Excel, Explorer, IE8, Visual Basic - pretty much everywhere) there seemed to be something I could not do.
It seemed that during my uninstall of Office, OLE32.DLL became un registered.
Register that dll and all my glitches went away
Start
Run
regsvr32 c:\windows\system32\ole32.dll
All is well now...

Machine Throttling

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your computer.
