All 32-bit browsers crash as soon as they open under Windows 7 Home Premium (64-Bit)

A friend brought her laptop hoping I would be able to find the problem and fix it.
After weeks of searching and researching, I could not find an answer.
We opted to re-installed the factory Image on back on the computer.
Sadly, the only thing we can do now
is open IE (64-bit) All other browsers still keep crashing as soon as they start up.
We have ensured that the computer is up to date all current drivers are installed, but the issue still persists.
We have booted the computer in safe mode an the same thing
still happens.
I have also done selective startup and nothing changes, the browser still crashes as soon as it opens.
The laptop is an Acer Aspire 5517
The following is what I get from the Event Viewer.

Hi Don,
Thanks for the information, but I have already done all of the things you mentioned.
I even re-registered all the dll files for IE but that did not seem to work.
My guess would be some sort of a virus that was not being detected by any of the antivirus scanners.
We wiped the OS partition completely and then launched the Acer eRecovery (Alt + F10) tool.
The system is now back up and running with no issues.

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

  • Search "MSCONFIG" and Open.
  • Click on Boot Tab
  • Tick Safe Boot in Boot Option
  • Select Network.
  • Click Apply and OK.
  • Reboot your System.
