After Windows Updates were installed, got Blue Screen error, now when I try to run programs, getting Error code 0xc0000142

My computer was running fine Saturday after some Windows updates were installed Friday night.
The computer crashed/blue screen error.
It did not trigger a MiniDump log, but I suspect the crash had something to do with some graphics drivers that I've been
unable to permanently fix.

When it booted back up, it went to chkdsk.
Chkdsk unusually started replacing drivers with generic ones, citing errors.
That's never happened before.

When it finally got to Windows, I found I could only run several programs - Firefox, Chrome, etc.
- as an admin.

Several things popped up at startup and said that because of error 0xc0000142, the program must be terminated.
Among those affected are quickset, cfp, and apoint.
OLEACC.dll is also said to be damaged.

None of the messages pop up in Safe Mode/Networking.

I cannot access wifi or Windows Update in regular mode, but can in Safe Mode/Networking.

I have run Malwarebytes, Avast, and Microsoft's tool and none of them have found any viruses.

sfc/scannow tells me that it couldn't fix all the errors.
I have run that about seven times.
Startup Repair didn't do anything, either.

I had not installed any hardware or software in quite a while, so I figure chkdsk is what set it off.
