Hi, I am a bit computer illiterate ..

So, I have been running Photoshop Elements 7 with my new computer for a couple months.  Now when I try to open the editing module, I get the message: 
c++ Runtime Error - Program:  C:\Program\fil...
This application has requested the Runtime to terminate it in an unusual way.  Please contact the application's support team for more information."

You can try uninstalling and reinstalling photoshop 7 and check if that works.
 
We would like to get a little more information from you to help troubleshoot your issue.Please answer the following questions as best you can.
 
1.      Have you made any changes on the computer before the issue occurred?
2.      Have you added any new hardware or software on the computer?
  
 
To help troubleshoot error messages and other issues, you can start Windows Vista by using a minimal set of drivers and startup programs.
This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.
 
 
Method 1:
Perform clean boot and check if you have the issue.
 
   1.
Click Start, type msconfig in the Start Search box, and then press ENTER.

      If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.
   2.
On the General tab, click Selective Startup.
   3.
Under Selective Startup, click to clear the Load Startup Items check box.
   4.

   5.
Click OK.
   6.
When you are prompted, click Restart.
   7.
After the computer starts, check whether the problem is resolved.
 
Reset the computer to start as usual
After you have finished troubleshooting, follow these steps to reset the computer to start as usual:
Click Start, type msconfig.exe in the Start Search box, and then press ENTER.
 
If you are prompted for an administrator password or for confirmation, type your password, or click Continue.
On the General tab, click the Normal Startup option, and then click OK.
When you are prompted to restart the computer, click Restart.

You may want to perform a System Restore on the computer to restore back the previous settings.

In the System Restore dialog box, click Choose a different restore point, and then click Next.

In the list of restore points, click a restore point that was created before you began to experience the issue, and then click Next.
4.
Click Finish.
