Delay in Application Launching from Windows Tiles Since upgrade to 8.1

I've searched through technet, google, tried so many different things, i can't tell if i'm coming or going anymore.

Here is the exact symptom:

Since moving to windows 8.1, when i click on an app from the Windows Tiles(ie.
MS Word), nothing happens, then about 10 seconds later, MS Word opens.  It does not go to desktop mode right away either, when i click it , from windows tiles, there is roughly(literally)
a 10 second delay.

If i go directly to the application via windows explorer, or my "Desktop" , there is no delay.

I was really starting to like windows 8, and liked the speed, and was getting used to it, but since 8.1 on the 17th, my tune is beginning to change.

Any help, assistance in this matter would be appreciated.

I'd like to solve this issue without RE-installing windows.

Tweak IE Options

• Open Internet Explorer.
• Go to "Tools > Internet Options > Advanced Tab".
• Uncheck "Enable third-party browser extensions".
• Click "Apply".
  
• Reboot your computer.
