Another Flash player problem

I can neither install the latest flash player not uninstall the existing installation.  The computer hangs on install displaying [c:\Windows\system32\Macromed\Flash\uninstall_activeX.exe] and when trying to manually uninstall the uninstaller utility hangs
displaying [ ExtractFlashutil.exe ].

I have tried rebooting the pc and starting from fresh with no programs loaded.

My laptop is a Toshiba Exium previously running Vista and I have not had problems with flashplayer previous to this.
